Hair detection

In our country on April 1, 2017, the Ministry of Public Security announced and implemented the new "Measures for the Identification of Drug Addiction", which stipulated for the first time that drugs were detected in the hair as the standard for identifying drug addiction, and promoted this technology. The retrospective period of hair detection is as long as 6 months, because drug ingredients can exist in the hair for a long time (half a year or even longer), and the identification time is also very short, only two hours can be used to produce results.

1. hair examination services for government officials

In order to be serious about party discipline and government affairs, strengthen the construction of party and government style, conscientiously implement the work requirements of superiors on increasing the intensity of drug-related investigation and handling of government officials, purify the ranks of government officials, maintain a good image of government officials, further improve the awareness of drug control, drug prevention, and drug rejection, effectively prevent, detect, and investigate drug-related illegal crimes of state government officials, and further purify the ranks of state government officials. According to the unified arrangement of the Drug Control Commission, hair inspection can be carried out on local government officials. According to this requirement, public security departments at all levels have planned to carry out hair inspection services. Our company can assist public security units in conducting large-scale hair screening services for relevant personnel.

In order to effectively promote the anti-drug work, further purify the ranks of on-the-job and employed personnel, prevent cadres and workers from participating in drug abuse, drug trafficking, and drug production, and establish a good image of the cadres and workers, combined with the establishment of "drug-free units" activities, this plan is specially formulated.

1.1 Guiding ideology

Implement the government's deployment of anti-drug work, and mobilize the whole society to participate in anti-drug work through in-depth drug testing of on-the-job and hired personnel. Gather the strength of society, gather the hearts of the people, and persevere to completely eradicate the poison, and gradually form a large pattern of anti-drug work with the participation of the whole people and the joint management of departments.

1.2 Objectives of work

Prevent the occurrence of drug abuse problems among cadres and employees, raise the awareness of anti-drug, anti-drug and anti-drug among cadres and employees, further purify the ranks of on-the-job and employed personnel, and establish a good image of the cadres and workers in our county. Government officials take the lead and play an exemplary role, mobilize the broad masses of the people to actively participate in anti-drug work, and create a good social atmosphere for everyone in society to participate in anti-drug.

1.3 Detection range

All organs and institutions are staffing and employing personnel.

2. Introduction to hair poison testing

In the practice of drug control and detoxification, saliva, urine and other samples are the most routine types of samples in drug testing. Due to the short period of intermediate metabolites in body fluids after drug use, for example, saliva is generally 24 hours, urine is generally 48 hours, blood is generally 24 hours, and the variation of drug metabolites, as well as the sensitivity of qualitative detection methods, have caused some drug abusers in society to evade inspection and evade punishment by means of selective temporary cessation.

Hair has incomparable advantages as a legal biological test sample. Hair follicles are surrounded by dense capillaries. Drugs or drugs present in the blood enter the hair follicles of the scalp from the blood during the growth of hair, and are fixed by keratin in the hair. In about 3-5 days, the hair containing drugs will grow out of the scalp surface. Hair grows out at a relatively constant rate. According to this mechanism, the type, timing and dosage of drug abuse can be inferred. This is the meaning of "trace" detection.

Hair drug trace detection technology also has unique advantages, including long detection time, comprehensive information on drugs or drug abuse, anti-corruption, easy collection, easy preservation, and repeatable sampling. Among them, long detection time is the most prominent advantage. According to the hair length, it can reflect the drug use situation of several weeks to several months, and the drug use history of up to 3 to 6 months. Combined with urine detection technology, it can comprehensively evaluate the drug abuse situation of the subject and meet the needs of drug control and drug rehabilitation work.

In order to solve the various drawbacks existing in the current public security anti-drug police's urine and saliva detection methods for drug addicts, accurately serve the actual combat of drug control, use it in actual combat, and close to the needs of actual combat work, on September 31, 2018, the Ministry of Public Security issued No. 938 "Specifications for Detection of Hair Samples of Drug-Related Personnel", proposing requirements for the extraction, preservation, inspection and testing of hair samples of drug-related personnel. Article 9 of the specification clearly states that the detection threshold of O6-monoacetylmorphine, morphine, methamphetamine, amphetamine, 3,4-methylenedioxyamphetamine (MDA), 3,4-methylenedioxymethamphetamine (MDMA), ketamine, nomethyketamine, and methcathinone in hair samples is 0.2 ng/mg; the detection threshold of cocaine is 0.5 ng/mg; the detection threshold of benzoyleconin and tetrahydrocannabinol is 0.05 ng/mg. If the actual detection content value is above the threshold, the test result is considered positive.

3. Sample collection

For each government officials unit, according to the work arrangement to carry out a planned hair collection work, notify the unit before collection to make a roster of personnel in the format required by us, and agree on the time and place of collection.

(1) Sample extraction tools: flat scissors, tooth scissors, disposable gloves, disposable masks, alcohol, paper, aluminum foil, hair envelope bag, signature pen, roster, law enforcement recorder.

(2) Fill in the sample information: Each person receives a hair sample envelope bag, and fills in their name, gender, age, ID number, unit and other information on the sample bag.

(3) Hair sample extraction: After the sample personnel fill in the sample information, they queue up at the hair collection office, sit down in turn, and the collection personnel collect the hair. At the same time, they use the law enforcement recorder to take pictures of the collection process for retention.

(4) Sample collection and storage standards.

A The part where the hair is extracted: When extracting a hair sample, the extractor should wear disposable gloves and use scissors to cut the back of the top of the head close to the surface of the scalp of the extractor (if the back of the top of the head cannot extract enough hair, you can choose the hair closest to the part) with a length of less than 3 cm; for hair longer than 3 cm, 3 cm should be cut from the root end.

B Extracted hair sample size: not less than 50 milligrams, used for testing and retention.

Disinfection of collection tools: If the hair of different personnel is extracted, the residue on the extraction equipment should be cleaned up in time during the sampling process and dried with alcohol to ensure that the samples are not cross-contaminated.

D Preservation of hair samples: Wrap in aluminum foil and put them in a hair sample envelope bag with a uniform number. Hair sample bags should be placed in a room temperature, dark, dry, ventilated and clean environment, and should not be in the same room as the seized drugs. Samples suspected of infectious diseases and other hazards should be stored in accordance with relevant regulations.
