In accordance with the relevant provisions of the "Veterinary Drug Production Quality Management Specifications", the Ministry of Agriculture Announcement No. 954 and the "Notice of the General Office of the Ministry of Agriculture on Matters Related to the Entrusted Processing and Production of Chinese Veterinary Drug Extracts" (Nongban Medical [2010] No. 8), the "Twenty-first Batch of Chinese Medicine Extracts Veterinary Drug Group Internal Allocation Enterprise Catalog" (see annex, hereinafter referred to as the "Allocation Enterprise Catalog") is hereby announced, and the relevant matters are notified as follows.
From the date of issuance of this notice, the supply and demand enterprises listed in the "Catalogue of Dispense Enterprises" can carry out the business of dispensing traditional Chinese medicine extracts, and the demand-side enterprises of traditional Chinese medicine extracts can go through the application procedures for the approval number of relevant veterinary drug products in accordance with regulations.
If there is a change in the shareholding ratio between supply and demand enterprises that does not meet the adjustment regulations or the entrusted processing and production agreement is lifted, the traditional Chinese medicine extract adjustment business and related veterinary drug production shall be immediately stopped, and the situation shall be reported to our Ministry and the provincial veterinary administrative department where the enterprise is located.
III. The provincial veterinary administrative department of the enterprises listed in the "Distribution Enterprise Catalogue" where the suppliers and demanders are located is responsible for the supervision of the relevant enterprises, and conducts on-site inspections as required, focusing on the inspection of the production records, transfer accounts, entry and exit records, storage and transportation conditions of traditional Chinese medicine extracts, and quality control measures of the suppliers and demanders of traditional Chinese medicine extracts. Those found to violate relevant regulations shall be investigated and punished in accordance with the "Regulations on the Administration of Veterinary Drugs", and the handling situation shall be reported to our department.
