All families with housing difficulties who are over 18 years old and working in the main urban area without housing or whose per capita housing construction area is less than 13 square meters, those who are employed after graduating from colleges, universities and vocational schools, and those who migrate to cities or work in the main urban area can apply for public rental housing.

Jiaozuo public rental housing management measures
The administrative departments of housing and urban-rural development are responsible for the guidance and supervision of public rental housing within their respective administrative regions. The leased housing management agencies are specifically responsible for the daily management of public rental housing within their respective regions. Article 1: In order to further improve the housing security system in our city and strengthen the management of public rental housing in our city, according to the "Administrative Measures for Public Rental Housing" of the Ministry of Housing and Urban-Rural Development, "Measures for Urban Housing Security in Guangdong Province" and the "Implementation Opinions on Accelerating the Development of Public Rental Housing" of the General Office of the Provincial People's Government (Yuefu Ban [2010] No. 65) and other regulations and requirements, these detailed rules are formulated in light of the actual situation of our city.
Article 2: These Detailed Rules shall apply to the construction, distribution and management of public rental housing within the administrative area of this Municipality.
Article 3: The term public rental housing as mentioned in these Detailed Rules refers to the affordable housing rented to families with lower-middle-income housing difficulties in cities and towns, newly employed workers without housing, and migrant workers who are employed stably in cities and towns, which is limited by construction standards and rental levels.
Public rental housing is raised through a variety of means, such as new construction, reconstruction, acquisition, and long-term leasing. It can be invested by the government or provided by the government with policy support and social investment.
