Beijing will issue a red alert and ban it from the 16th
According to the Beijing Municipal Government website, from 20:00 on December 16 to 24:00 on December 21, Beijing will activate the red warning measures for heavy air pollution. According to the "Beijing Municipal Emergency Plan for Heavy Air Pollution", light-duty gasoline vehicles with national I and national II emission standards will be prohibited from driving on the road, and vehicles with national III and above emission standards will be driven with single and even numbers.
According to the forecast analysis of the China Environmental Monitoring Station, from December 16 to 21, 2016, a large-scale regional heavy pollution process will occur in the Beijing-Tianjin-Hebei region, Shandong, Henan and other places. Affected by a large area, superimposed local pollution accumulation is expected. It is expected that Beijing will reach severe and above pollution levels from December 17 to 21.
With the approval of the Beijing Municipal Government, Beijing will launch a red alert for heavy air pollution at 20:00 on December 16. It is expected that the air quality will gradually improve from the night of December 21, and the warning will be lifted in time according to the air quality situation and forecast.
According to the revised "Beijing Heavy Air Pollution Emergency Plan", under the condition of starting the red warning of heavy air pollution, light gasoline vehicles with national I and II emission standards are prohibited from driving on the road, and motor vehicles with single and even numbers with national III and above emission standards are prohibited from driving; construction operations such as earthwork are stopped; relevant industrial enterprises stop production; enterprises and institutions can stagger to and from work, rest or teleworking according to the situation; primary and secondary schools and kindergartens take protective measures such as flexible teaching or class suspension.
The following are the emergency measures under the condition of red alert (level 1) for heavy air pollution in the "Beijing Heavy Air Pollution Emergency Plan"
1. Health protection guidance measures.
(1) Children, the elderly and patients with respiratory, cardiovascular and cerebrovascular diseases and other chronic diseases try to stay indoors and avoid outdoor activities; the general population try to avoid outdoor activities.
(2) Outdoor duty, work, and other personnel can take protective measures such as wearing masks.
(3) Primary and secondary schools and kindergartens take protective measures such as flexible teaching or suspension of classes.
(4) Medical and health institutions organize experts to conduct health protection consultations, explain protection knowledge, and strengthen emergency duty and medical care for patients with related diseases.
2. Initiatives to reduce emissions.
(1) The public should take public transportation as much as possible to reduce the number of vehicles on the road; turn off the engine in time when parking to reduce the idling time of vehicles in place.
(2) Increase the implementation of dust control measures on construction sites, exposed floors, material stacking, and other places.
(3) Strengthen road cleaning to reduce traffic dust pollution.
(4) Air pollutant emission units shall further improve the efficiency of air pollution control facilities on the basis of ensuring that they meet emission standards.
(5) Reduce the use of raw materials and products containing volatile organic compounds such as coatings, paints, and solvents.
(6) Enterprises and institutions can adopt flexible working methods such as staggered commuting, vacation and teleworking according to the air pollution situation.
3. Mandatory emission reduction measures.
Under the premise of ensuring the normal operation of the city:
(1) On the basis of routine operations, add one or more cleaning operations to key roads per day.
(2) Stop outdoor construction site painting, slope protection spraying, construction demolition, cutting, earthwork and other construction operations.
(3) National I and National II emission standards for light gasoline vehicles (including driving school coaches) are prohibited from driving on the road; National III and above emission standards for motor vehicles (including driving school coaches) are driven according to single and even numbers (except for pure electric vehicles), of which the city's official vehicles are driven on the basis of single and even numbers, and then stop 30% of the total number of vehicles.
(4) Construction waste, debris, and gravel transportation vehicles are prohibited from driving on the road (except for clean energy vehicles).
(5) Implement production suspension and production restriction measures for enterprises included in the list of production suspension and production restrictions for manufacturing enterprises during the red alert period for heavy air pollution.
(6) Fireworks and open-air barbecues are prohibited.
(7) Coordinate to increase the degree of external power transfer and reduce the city's power generation load
