SIII又称elongin，是一种通用的转录延伸因子，可增加RNA聚合酶II经过模板编码的停滞位点时的转录延伸。亚基 A 具有转录活性，与 SIII 调控亚基 B 和 C 的二聚体复合物（elongin BC 复合物）结合后，其转录活性大大增强。 elongin BC 复合物似乎是一种适配蛋白，通过不同的 E3 泛素连接酶复合物（包括 von Hippel-Lindau 泛素化复合物 CBC(VHL)）参与靶蛋白的蛋白酶体降解。通过与 BC-box motifs 结合，它似乎能将目标招募亚基（如 VHL 和 SOCS box 家族成员）与激活 E2 泛素化酶的 Cullin/RBX1 模块连接起来。
